What does everyone think of this proposed legislation: Women can't wear clothes unless they have a license to do so.

In order to get a license, a woman will have to prove she knows how to use clothes responsibly, i.e. she must only wear them to arouse men. She should wear tight-fitting and highly revealing clothes that men would love to ruin or see ripped off her.
Sturdy men's clothes should only be worn with the intent to enrage men and inspire them to rape her harder.
She'll also need "character references" from several men.
